My primary teaching, research, and professional interests are planning and regulation for sustainable development, growth management, property rights and environmental regulation, and development “impact” fees. I direct Sonoma State’s Institute for Community Planning Assistance and am Interim Director of its Sustainable Communities program. I’ve practiced as a land use and environmental lawyer and as a planner throughout California. I’m a member of the American Institute of Certified Planners and the California Planning Roundtable and was an adjunct professor at the University of San Francisco School of Law.
