Departmental Overview

Created in 1990, CalSWEC is a consortium of the state's 21 accredited social work graduate schools, all 58 county departments of social service and local mental health departments, the California Department of Social Services (CDSS), the California Chapter of the National Association of Social Workers, the County Welfare Directors Association (CWDA) of California, the California Mental Health Directors Association (CMHDA), and foundations. It is the nation's largest coalition of its kind working together to provide professional education, student support, in-service training, and workforce evaluation researchall directed toward developing effective, culturally competent public service delivery to the people of California.

Under the direction of the Child Welfare In-Service Training Director, this role develops and implements an applied evaluation agenda that focuses on the evaluation of In-Service Training projects. The Training and Evaluation Specialist's work involves gathering, analyzing, and interpreting a wide variety of data, which may include selecting data samples, preparing surveys / questionnaires, and analyzing collected information according to established statistical methods with oversight from the Child Welfare In-Service Training Director. The Training and Evaluation Specialist will prepare reports, charts, tables, and other visual aids and provide support / leadership (as assigned by the Child Welfare In-Service Training Director) on collaborative processes with multiple partners to formulate / implement large scale evaluation projects.

  • Plans long-term statistical studies, including the preparation of evaluation and research proposals, the design of survey instruments, and determining sampling procedures. Identifies multivariate strategies.
  • Performs complex evaluation and research studies.
  • Provides / may oversee coordination and identification / planning activities for the implementation of evaluation and research projects, including the preparation of evaluation and research proposals and strategic plans.
  • Recommends procedures, gathers, analyzes, prepares, and summarizes the collection of information and data. Performs / oversees the collection, cleaning, and analysis of evaluation data related to statewide training and curricula; recommends statistical approaches, trends, sources and uses; performs data analysis. Interprets and translates evaluation data; prepares reports and presentations related to evaluation efforts.
  • May oversee the collection of and analysis of evaluation data related to statewide training and curricula; performs data analysis including the following:
  • Develops systems for organizing data to analyze, identify and report trends.
  • Analyzes the interrelationships of data and defines logical aspects of data sets.
  • Prepares reports of studies for internal validation and cross validation studies.
  • Manages database of research data for projects. Reviews new software instruments and potential effects on statistical testing. May make programming modifications.

  • The Training and Evaluation Specialist performs the above activities with direction from the Child Welfare In-Service Training Director.
  • Facilitates, leads, convenes, and serves on statewide and local work groups, task forces and committees focused on training evaluation, composed of representatives and coordinating partners.
  • Collaborates with coordinating partner agency staff to coordinate and oversee the development, revision, and implementation of evaluation instruments to evaluate the quality and effectiveness of training and educational curricula. Prepares data for presentation.
  • Coordinates the development of tracking systems that provide data on training delivery throughout the state. May serve as work lead for dashboard reporting.
  • Supervise data entry and research analysis of students, support staff and/or lower level analysts. Serves as work lead for analyst and graduate student researchers as needed.
  • Implements related business processes and participates in other CalSWEC activities as requested.

Required Qualifications
  • Thorough knowledge of research function as related to training evaluation.
  • Thorough knowledge of evaluation and research methods.
  • Thorough skills associated with statistical analysis and systems programming, including use of statistical software such as SPSS, SAS, etc.
  • Thorough skills in analysis and consultation.
  • Skills to communicate complex information in a clear and concise manner both verbally and in writing.
  • Skills in project management and strategic planning.
  • Research skills at a level to evaluate alternate solutions and develop recommendations.
  • Supervisory skills to assist data specialist and graduate students in managing workload.
  • Attentiveness to administrative and research detail.
  • Thorough knowledge in, or ability to quickly learn, the applicable campus (Office for the Protection of Human Subjects) and US DHHS compliance requirements related to research, evaluation, financial conflict of interest, and research ethics.
  • Computer skills in word processing, database, and presentation software.
  • Working knowledge of training and workforce development, including knowledge of training evaluation methods and frameworks.
  • Ability to lead collaborative strategic planning processes focused on evaluation and research.
  • Bachelor's degree of Public Policy, Social Work, or Evaluation, or degree in related area and/or equivalent experience/training.

Preferred Qualifications
  • Master's degree or PhD in Public Policy, Social Work, or Evaluation, or degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a full-time (exempt), contract appointment position for approximately one year. Salary is commensurate with experience.
